Regulatory change sentinel: issuances decomposed to obligations, deltas, and orphaned controls.

The problem

Regulatory change lands in banks as reading assignments. A new issuance arrives, someone circulates the PDF, a working group meets, and weeks later a spreadsheet says "reviewed." What never happens reliably is the decomposition: which sentences in this document create obligations, which of those obligations apply to us, which controls we already run against them, and which obligations have no control at all. The gap between "we read it" and "we mapped it" is where findings come from.

What it does

SENTRY treats an issuance as a set of obligations to extract, not a document to circulate. Incoming texts are decomposed to obligation-level statements, each tagged to the taxonomy spine and matched against the control library. Delta detection compares a revised issuance against its predecessor and shows what actually changed, at the obligation level, instead of asking a human to diff forty pages by eye. An applicability challenge pass questions the easy answers: the obligation marked not-applicable with a rationale that would not survive an examiner, the orphaned control that maps to nothing current, the new obligation with no owner.

Every seeded issuance in the demonstration is fictional, with deliberately fictional identifiers, and each one is tagged as such on screen. Real regimes are named only generically in the methodology notes.

Why it matters

Supervisors expect change management that connects the rulebook to the control environment: when an expectation moves, the bank can show what changed, what it touches, and what was done. An obligation-level register makes that answer structural instead of archaeological. It also makes the applicability decision, the quietest risk decision in the building, visible and challengeable.

Honest framing

SENTRY is a working prototype and a blueprint, not a product. It runs in the browser on a synthetic demo tenant, against fictional issuances written brief for demonstration purposes. Open it, read a delta, and follow one orphaned control to its uncomfortable conclusion. That is what it is for.
